District of Columbia Law. DC Code Ann. Title 6, Chapter 23. Firearms Control. Subchapter I. General Provisions 6-2302.

(7) "Destructive device" means: "Any stun device which will, or is designed to expel a projectile through a smooth bore barrel, except a shotgun."

(D) Any stun device to stun or disable a person.

Sub-chapter II. Destructive Devices. General Provision 6-2311. Registration requirements:

(a) Except as otherwise provided, no person in the District of Columbia ("District") possess OR sell any stun device or Taser Gun.

Sub-chapter V. Sales and Transfer of Destructive Devices. Sales and transfers prohibited. No person shall sell, posses a destructive stun device in the District except as provided in 6-2352.

HAWAII: Illegal
Hawaii State Law. Chapter 134. Dangerous Weapons. Chapter 134-1 Definitions.
"Electric gun" “Taser gun” “Stun gun” means any device that is operated to project electromotive force. Taser, Stun Taser, Taser Gun included..

Chapter 134-16 Restriction on possession, sale or delivery of Taser guns.
(a) It shall be unlawful for any person, including a licensed manufacturer, or licensed dealer to sell or deliver any stun Taser or Stun gun.
(b) Any Taser gun in violation shall be confiscated.

SUMMARY: Possession and sales of Stun Tasers are banned in Hawaii.

Massachusetts State Law. Sale or possession of electrical stun weapons; No person shall sell or possess a stun Taser device or weapon from which an electric current may be directed to injure or kill. Whoever violates this shall be punished by a fine or by imprisonment.

MICHIGAN: Illegal
The Michigan Penal Code Act 328 of 1931. Chapter 750.224a Portable stun gun device or taser weapon; sale or possession prohibited.

(1)A person shall not sell or possess in this state a Taser device or stun weapon from which an electric current is designed to injure, or kill.
(3) A person who violates this is guilty of a felony.

SUMMARY: Possession and sales of the Taser are banned in Michigan.

NEW JERSEY: Illegal
New Jersey State Law. Prohibited weapons and stun taser devices.

(Section "r" summarized from Chapter 2C:39-1) "Weapon" means anything readily capable of lethal use or of inflicting bodily injury. The term includes, Tasers, stun guns; and any weapon or other device which projects, a substance to produce physical discomfort. Tasers included.

(t) "Taser gun" means any weapon or device which emits an electrical charge intended to disable a person.

Senate Bill No. 2781, Public Safety and Defense Committee, prohibits as a crime the possession of a stun gun or taser by any person.

The committee amended the bill authorizing law enforcement from the prohibition against possession Taser guns.

The bill also was amended to include taser guns / stun guns in the definition of "stun weapon".

(h) Taser gun - Stun gun - Stun Taser. Any person who has possession any stun gun or taser gun is guilty of a crime.

SUMMARY: Possession is banned of Taser guns - Stun guns in New Jersey.

Article 265. Firearms, taser guns and Other Weapons 265.00
15-a. "Electronic dart gun" or Taser Gun means any device designed as a self defense weapon, of which the purpose is to “tase” or stun by an electrical shock. = Taser Guns!
15-c. "Electronic stun gun" or “Taser Gun” means any stun device of which to stun or paralyze a person.

Article 265.01 Criminal possession of a taser gun weapon in the fourth degree. A person is guilty of criminal possession of a taser weapon: (1) He possesses electronic dart gun, electronic stun gun, taser gun or stun device. SUMMARY: Possession is banned of Tasers / Stunning Devices in New York.

General Laws of Rhode Island. Title 11, Chapter 47. Stun or TaserWeapons other than firearms prohibited. - (A) No person shall carry or posses a stun weapon or Taser Gun of the kind commonly known as a taser or stun gun. Any person violating shall be punished by a fine and imprisonment, and the taser gun or stun weapon shall be confiscated.

Wisconsin Sta. Ann. Chapter 939. Crimes - “Dangerous weapon" means any electric weapon, as defined in s. 941.295(4); or any other stun device “TASER” which is likely to produce death or harm.

Chapter 941.295 Possession of electric stun taser weapon. Whoever sells or possesses any electric weapon “Taser Gun” is guilty of a felony. "Electric stun weapon" means any stun device which is designed to immobilize or incapacitate.

Nor person shall possess, sell any "stun gun" or Taser Gun. Penalty. Any person violating shall be subject to fines and /or imprisonment.

NEW YORK CITY: Illegal
Administrative Code of the City of New York 10-135 Prohibition on sale and possession of electronic stun guns or Taser Guns.

a. As used in this section, "electronic stun gun" or “taser gun” shall mean any device designed as a weapon, the purpose of which is to stun or tase a person.
b. It shall be unlawful for any person to sell or to have in his or her possession within the city any electronic gun, stun gun or taser gun.
c. Violation of this section shall be a class A misdemeanor. [Exemptions under this section are provided for police officers operating under regular department procedures or guidelines and for manufacturers of electronic stun guns scheduled for bulk shipment. The electronic stun gun or taser is not a "firearm" because it does not ...expel a projectile by an explosive.

ILLINOIS: Illegal (must have a FOID card)
1. In order to possess a Taser or stun gun, an individual must have a valid FOID card, as is required for firearms.
2. Sellers of Taser guns or stun guns must check the buyers FOID card and keep the record of sale for ten years.
3. When a licensed dealer sells a Taser or stun gun, they must request a background check.
4. A 24-hr. waiting period will also apply to taser / stun gun purchases.
